eBay Insurance claim policy

If you sell an item and the buyer opts out of buying insurance. If the buyer never receives their coin and they did not buy insurance, how would paypal/eBay rule? Would the buyer lose out because of not buying insurance or would the seller have to give the buyer a refund even though it is not their fought? Thanks for your help in understand eBay policies.

Incorrect. PayPal does not care what your terms are (people put some pretty insane requirements/restrictions in there).
Your obligation as a seller is to ensure that the merchandise is delivered. Insurance protects YOU, not the buyer, therefore it is your gamble as to whether or not to insure the package.
The buyer is covered regardless.

I don't believe that eBay has a policy about delivery. As they say though your completed transaction is a contract and those work BOTH ways. If the UCC [the Uniform Commercial Code] says you must deliver then you can't weasel your way out by making a disclaimer about insurance. If you use the postal service they offer insurance to indemnify themselves against loss or damage. This is a legitmate cost of doing business which you have every right to pass on to the buyer. If you wish to take the risk that the USPS won't mess up and they do then you are SOL.
