I'm not really concerned or upset about this, but should I be? It's not like I used a fancy description or put a lot of time and effort into it. Is copying someone else's description even against EBay policy?

Yes, I believe it is against ebay policy to steal a description exactly as was done from yours.

Not sure what good it would do you to report it, unless your auction was still running against it, which could have impacted your final selling fee. Then you'd have a case...

Plagiarism, it is punishable by a lifetime ban from ebay and a 25 year prison sentence. Report the person immediately
