Strange medallion ebay buy

won this the other day on ebay. It was one of those times you bid cheap just for the heck of it things.
Any how I won it for $9.99 and now I wonder what the heck is this thing!?!?

It was listed as silver palm medallion , since you Gents collectively have pretty much seen it all I ask has anyone see anything like this before?

    Cuba's coat of arms is what you've got there.
    Not a coin, but certainly exonumic in a heraldic way.
