Tech question about picture editing programs

I am scanning cards today to put into my sets. I want to have nice size scans so I am resizing them to 450 X 746. I have two programs I can use.
Microsoft Digital Image Suite Editor and Microsoft Office Picture Manager.
I made two scans of the same card. Both scans were at 300dpi. I then used each program to edit the scans (All I did was crop and resize).
I resized each scan to 450 x 746.
Now here is my question. Even though each scan was resized to the same size, why would the KB size be different?
Using Microsoft Digital Image Suite Editor the size is 133KB
Microsoft Office Picture Manager the size is 48.5KB
This seems quite strange to me.

From what I can see both of those programs are giving you a preset size and compression setting to size them down. With photoship you can set what level you want them at, and you'll get a lot more detail.
The worst thing you can do is spend hours and hours scanning only to have them sized so small you have to rescan them later when you need them for another purpose. For the registry you need really small scans, but should you want to have your own site later (and for $20 a year, imageevent.com is great) you'll probably want them bigger so you would have to scan them over again.
My suggestion is to save them large, and then resize them using one of adobe's photoshop versions. Elements often comes free with most scanners.
edited to add- the one on the right has more sharpening applied and seems to be richer tonally.

Well, personally I would like to have nice large scans that look great. I guess we are limited though doing the registrys.
It would be cool to do the registry but to also have a separate "personal" site to kinda do the same thing as the registry but not be limited to a certain size scan.

In the one on the left, if you look at the outlines of the Cardinals player on the bottom right, and the legs of the Cowboys lineman, you can see its not as sharp... It appears wavy. This shows up on the Aikman's helmet as well.
The Microsoft Digital Image Suite Editor 130KB on the
right looks maybe a tad sharper and it does bring out
Troy's eyes a little more.
