Are NFL teams helped more by the draft or free agency?

That would vary widely by team I'm sure. Some teams apparently do not believe in free agency at all and just sit out the process or make
just a token effort.

Colts
Steelers
just to name two.
You could easily fill 2-3 spots needed on the draft, or with the same money fill 1 in free agency.
A position exception would be quarterback. I would not run a rookie quarterback unless I had absolutely no other choice.
Raw: Tony Gonzalez (low #'d cards, and especially 1/1's) and Steve Young.
I see that Bill Parcells follows the exact blueprint that I would. Use free agency to pull in solid backup/part time starters while the younger (bigger and faster usually) players develop. You need character and veteran leadership combined with the youthful exhuberence of the college guys.
So, in short, you can become really solid by utilizing both free agency and the draft as long as you have good football minds involved.

You have to start with the 1993 green bay packers with the addition of reggie white.
