What is the best way to ship regular sized pennants?

What is the best way to ship regular sized pennants? I have about 25 from the 1985 World Series. I want to be able to ship them without creasing them. I know I could go Priority Flate Rate for $8.95, but that price seems a little steep since they are so light. I can fold them without creasing them in a regular Priority box. Is there a cheaper way?
