Looking at the ebay listing at 99 cents and $2 S/H, I'll give the seller the benefit of doubt that he/she feels it's a Mint Error?

As this is nothing like the detailed Three Figure Post Mint Damage Con-Job transaction executed by Bibbles Bank as mentioned on his web site!
