Lincoln (COPPER) cents experts - could use some help please

I got a new OBW 2008-D Lincoln cent roll today and was sorting through them, and while I found several almost perfect coins, the spotting (from wash?) is unnerving. I have a couple of questions.

Can the spots be removed without damaging coin or inducing a no-grade for altered surface, and if so . . . how?Also, was wondering how much of a grade drop would be taken for the spotting - and/or is this dependant upon how bad the spotting is?Also wondering where, on the coin, to check for good vs. bad strike.

well the pic isn't all that, but it does show some of the spots I am talking about. These spots seem to be on 'most' new Lincolns.

btt - can anyone answer my questions?

Lee, got the rolls from the bank, I was just looking for a few good examples for my personal collection to get graded, but it seems that most of the nicer ones have this spotty wash on them, as they came from the Fed/bank - so why return 'em - they didn't cost me but 50c per roll.
