Fake or just messed up? Barber Quarter key-ish Date

I've gotten my NQA refund and have my opinion. However I don't want to tell the seller if I don't have numismatic weight behind me. It is back up for sale and ethics tell me to follow up.
Very granular over the entire coin.
Notice how the eagle is not whole with the shield. This area is always raised and together without these voids.
