As more time passes without discovery of any Monroe dollars struck on quarter planchets it appears that they do not rest in commercial bank rolls. What does that leave?? Special mint rolls or bags?? Or heaven forbid they were all recaptured by the mint.................

According to numismatic publications they were discovered at the Mint's wrapping contractors and have all been returned to the Mint. IMO, the best place to find any that may have slipped by would be in the contractor wrapped rolls. However since the contrasctors also wrap the rolls the Mint sells, they may be discovered there as well.
