Question on Lafayette varieties

This topic arose in Ahooka454's first commemorative post and it was suggested by blu62vette that I repost it, so here goes:
According to QDB's "Commem. Encyclopedia" (which I don't have and therefore can't confirm, but I'm quoting Ahooka454 here),
It mentions Duvall #'s for the following:
1-A Scarce.
1-B Most often seen variety.
1-C Very rare. Reported by Anthony Swiatek in 1980.
2-C Rare.
3-D Very rare.
4-E Very rare. Discovered by Frank Duvall & first published in 1988.
So my question is: How does "Scarce" compare to "Rare" and "Very Rare"? That is, what is the order as far as most common to least common?
I've also noticed that the descriptions of the Duvall #'s and relative rarity differ between Breen & Swiatek's Encyclopedia (1981) and Swiatek's Commemorative Coins of the United States (1993). I don't know how those descriptions compare with the ones in the Bowers book. Any comment?
Thanks!
JH
