Philip II reverse opinions needed, Ancient roman...

Hey guys, need some opinions on the reverse. Does this look like Zeus or Hera? I am leaning towards zeus, even if I can't quite make out the eagle at his feet. I am assuming corrosion.

Obverse: M AP IOVLIOC FILIPPOC KAICAP,
draped & cuirassed bust of Philip, facing bust of Serapis /
Reverse: MECAMBPIANWN,

Hard to say. These Mesembrian issues come with a wide variety of personifications/deities on the reverse. I would almost guess Spes holding a flower, but I can't say for sure (and I doubt that's actually a know type). What makes you think the choice is between Zeus and Hera?

Sorry don't know much about Roman coins but it is neat design.
