So Did The Buyer Get An INCREDIBLY Good Deal On This Auction?

Here's a link to an apparently auction for a 1985-86 O-Pee Chee Mario Lemieux BGS 10:

I saw this auction and the seller had a BIN of $199.99. That BIN might be "correct" if you add a zero, e.g., $1990.99. Reading the description, it is somewhat vague and ambiguous. He says "POSSIBLE BGS PRISTINE 10???" but has a BGS 10 pictured. What gives? Is he selling an O-Pee-Chee Lemieux rookie card ungraded, which I suppose $199.99 might be an okay price. But to answer my own question ... no, the buyer very likely did not get an incredibly good deal.
