Why is $500 limit back on my paypal account?

Why do they keep changing this when they feel like it?
I had it lifted before by adding a credit card a long long time ago.
Now it's back and in order to lift it, I have to either confirm
my Social security (LOL...yea right, bite me) , Add a credit card and enroll in PayPal's Expanded Program. They already have my CC info...do they need another one? Can I enter the same one that I already have with them? What is this Expanded Program?

The expanded program is simple they bill your card 1.95 in 5 or 6 days there will be a number attached to the payment on your CC statement you put that in next purchase they give you 1.95 back.
What's next, a drop of blood?
Right now, I'm okay....not selling too much so the 500 a month is within my crappy sales. Thanks guys.

I'd like to know why it isn't good also. I don't have any credit cards so I had to give them mine. I wouldn't think they would do anything malicous with my ssn. And I don't really sell enough to be investigated by the IRS or anything.
