Unless the surfaces have been impaired to the point whereby they determine a BB is necessary. Tilt the coin and look for hairlines and look for signs of an improper cleaning. I am not seeing that from the image...

the other thing is whether PCGS will grade mid-late 17th century coins... it depends on the country
