I just saw a graded PSA 10 Pete Rose that ended up ebay that looks like it's from that set. Do a completed search and you'll find it.

Your picture is really small but they look like 1994 Upper Deck/GM "Baseball" Previews.

This nine card set is closely related to the 80 card issue subsequently released in conjunction with the public television series "Baseball" by Ken Burns. This preview issue, carrying the logo of General Motors (principal sponsor of the TV series), was issued in cello and foil packs and was available, generally with a test drive, at GM automobile dealerships. Card backs have some biographical and statistical highlights and a career summary.
