57 PSA 10s out of 57 on 1986 Topps BB submission. HOW?

I noticed that a seller recently listed a large batch of 1986 Topps PSA 10s on ebay. I started entering cert #s to see what other cards were graded on the same invoce and I noticed that certs 02410911 through 02410968 were all 1986 Topps' graded PSA 10. I know that this is possible when dealing with modern cards, but with the black borders on the 86T set, I find this just about impossible. Here's a link to my 1986 Topps set. More than 99% of the cards in my master set are from my own submissions. Needless to say, I've submitted a ton of these 86T cards and the best that I've done on any of my 1986 Topps invoices is around 25% PSA 10s. Can anyone help me out to understand how such a run on these difficult cards is possible?

This is known as “bad luck.”
<< <i>submitter may have requested only PSA 10's be slabbed, and if it were a PSA 9 , it would not be slabbed, thus the run of 10's... >>
Makes sense. If he submitted 200+ cards and asked for a minimum grade of PSA 10, then that's a definite possibility.
I remember somebody looked up a cert number before and it was listed as MG (Minimum Grade not met).
Theory re established.
