Beautiful Cobb. I have no opinion as to the .5 bump as I don't have any exemplars to go by to establish some baselines, but just wanted to say the Cobb caused me to drool.
It'll only be outrageous when it comes back as a 5 again. Have you studied a lot of PSA 6 T-206s? How close could yours be, and what flaws does it have that make it a 5? It's definitely a nice card, but I can't tell from a scan if that's a valid grade or not.
I'd wait to submit until there are a good number of other examples at least from the same set of what constitutes a x.5 grade. For lower grades, like 3-5, where there is a lot of wiggle room and the varying flaws dictate the grade, it might be easier to get. But with 6s and up and strictures are tighter, I'd have to wait and see a lot of examples to even think about doing it, especially if the pricing is according to SMR value.

Since the review is sent in while still in the slab, it's value is subject to be declared as the SMR price, and thus submitted at the appropriate value service level.
My question is what about a guy that has a PSA 8 1959 Pierce A.S. that lists in the SMR for $500, but the last 2 eBay sales have been $3,600 and $3,000? I know in this new .5 review system a declared value can not be lower than the SMR value, but can it be higher than the SMR value? Since the submitter absorbs the return shipping cost my opinion would be that it could be higher than the SMR value, especially in drastic cases like the PSA 8 1959 Pierce A.S.
NAM, your declared value can definately be higher than SMR, you are paying for it up front and if you think the card is worth more (based on ebay sales) than its your perogative to pay more for return shipping...but this also may put you into the next service level, so you only have so much upward leeway in declared value before falling into next service level....
The Cobb wouldn't look out of place in a 5.5. Hey, it's subjective......... I would leave as is and sell at a higher price based on the eye appeal alone if that is what you're doing. It's a beauty.

It's just so subjective - I have looked at a card and said 8+ but not a 9 - so this one might fall there if I were looking to grade the card.
Am I correct - due to the value of cards on review - it'll cost 60 bucks to have the Cobb checked?

In the case you describe the person may want to declare the higher value, that way it would be fully insured.
You can't use SMR for the review, then declare the higher value for insurance.
