When does EBAY's new rules about sellers giving negative FB go into effect?

I keep seeing buyers getting negs and I was wondering if EBAY changed its mind on this.

    Some buyers thought it started already and what we may be seeing is some sellers getting back at them.

    I just got a neg from a seller who demanded in his auction payment within 5 days. Apparently he was completely serious about it, because I got a neg on the morning of the 6th day. He'll suffer a lot more from it than I will, as his total feedback score now stands at 18 positive, 1 negative. Sub-95% feedback might put a damper on his sales for a while.
