How was this Griffey Jr card issued?

came accross this one mixed in with some of my football cards.

Anyone know how it was issued1? I see 2 other promo cards on ebay right now but neither give any info on it

I have seen that UD Promo accross cards that were included in Beckett Magazine --- not sure if they were offered anywhere else

Yeah if I remember correctly it was issued with Beckett. Could be wrong though.
