    Well, as it happens, that's enough. It's gotta be a spielmarke or token of some kind. No coin uses that rather crude portrait of Victoria.

    Its width is less than twice the span of the staple in the 2x2, which means it's slightly bigger than a Lincoln cent in diameter. I'm guessing a Lauer spielmarke, game counter, or similar piece, as Civitas opined.
