What is up with the pops on the North Dakota P quarter?

I need one of these in MS66 (since the registry rules changed)

Look at these numbers.

MS64: 14
MS65: 22
MS66: 6
MS67: 111

Why are the 66 numbers so low compared to the others? This really seems strange. (anyone have one of the 67's?)

    Min grade of 67 placed on a large order or good screening job hoping for MS68 and getting MS67's only.

    Check with Notwilight or Mas - they have some I believe.

    The one where the required number of coins went from 100 to 140 8 years after the set was established.
