Yes, although I have seen some cards like that in straight 7 holders.

Centering is slightly better than 30/70. You're probably looking at a 6 or a 7 depending on the corners. The corners don't look sharp enough to pull this up to an 8 though.
You can probably buy an already graded 7 for less than $12 though.
