Can anyone identify this?

A friend of mine found this in Wisconson recently. I posted it in the metal detecting forum and they could not identify it. Is this foreign or could it be a token of some sort?

Looks like some kind of a fantasy issue. Can't make any sense of the writing, myself.

I'm in agreement with twokopeiki, with the exception that it look's more cast than struck
