CANADA 1903 25c - Coin Rotation?

I've got this 1903 25c that has coin rotation, instead of the usual Medal Rotation that all the other 25c around that period have.

Is this an error, or was the 1903 "special"? Thanks.

    Up to 1907, Canadian coins were struck in Great Britain, and have a coinage die axis.

    In 1908, the Canadian Mint started striking coins, with the medal die axis.
