The weight depends on how you package the cards. One psa card in a padded mailer with some cardboard and/or extra bubble wrap around the card is usually 3 oz. Two psa cards is 4 oz, three psa cards is 5.2 oz. , four psa cards is 6.8 oz. I use 5x9 or 6x10 mailers.
I psa card in a 400 ct. box is 5.6 oz, two psa cards in a box is 6.9 oz, three psa cards is 8.3 oz, etc..... This is with the card(s) being wrapped in bubble wrap. With packing peanuts the weight might be slightly less.
Delivery confirmation purchased thru paypal with the postage is only 18 cents. At the PO it's like 60 cents.
Thanks guys. If you list it as 2oz, but it's really 3oz, will they return the card to you or charge the buyer the difference? Does the post office really care?
Usually if it has postage on it, but not enough it will be delivered postage due. If it has no postage is usually the only time it will be returned to you.
I went on ebay and bought a small digital scale .its about the size of an index card.woks well and it was about 15$ including shipping.hope this helps.

Collecting Roberto Clemente and Willie Stargell cards.
5x10 mailer, cardboard each side, bubble wrap, one psa graded card - when I use the automated postal machines it is charging me 3 ounce price to mail the card. I have never had a psa graded card packed that way weigh 2 ounces.
I don't usually sell slabbed cards, I was talking about toploader with a toploader on each side, then cardboard and bubble mailer. 3oz for slabbed card for sure.
USPS doesn't "usually" pay that much attention if it's 1-2-3 ounces. At the offices I work at we take a glance before we deliver and if it doesn't feel right we bring it back and check. Over a few ounces they pay a lot more attention.
No postage = returned not enough = postage due notice.
But think about how your buyer will feel if he buys a card from you and has to go to USPS and stand in line over 30 cents or something. ICK!
I appreciate everyone's input. I really like this community. I took the advice and bought a cheap scale. With a bubble envelope inside of a bubble mailer, a PSA card is 2oz. SGC and BGS holders are 3oz.
The bro in law surprised me today. I was telling him about the scale stuff and so he gave me is not so old and not very used digital scale. Nothing wrong with it either.

If you can keep the weight of your package to 13oz you can ship 1st class and save money.
BVG graded cards weigh more and go up an ounce

i always just put 3oz now and dont worry about it....even if it is 2.1 oz, it needs to be rounded up.
Its actually 3oz. Can't be 2oz. Something is wrong with your scale if its reading 2oz or less for a double B mailer and a slabbed PSA card
