Gold Reef City?

Ran across this the other day. I have never heard of it nor seen anything like it before. I presume it is a token or fantasy coin of some type. It does have the look and "heft" of silver though (sorry, can't weigh it). It is also a little odd to have a date of 1991 and a denomination of 1/2 penny.
