New grading – new chance for eBay scammers?

Don’t know if anyone has brought this up yet-
Given that PSA will not be marking resubmitted cards in any way, presumably there is nothing stopping people resubmitting cards and if they fail to get the .5 bump, putting them up for sale, saying they have not yet been resubmitted and talking up their chances of getting the bump.
Would it not be fair of PSA to add a line to the card’s entry in the database, saying something like “grade confirmed/re-confirmed 02/01/08” or something like that? Then you could simply type in the card’s cert # and find out whether it has been submitted for review or not.
Or maybe its part of the new business plan to have cards submitted over and over again in the vain hope of the elusive bump.
