Crossover/Re-grade for already slabbed ?

I have not yet determined my feelings as to how the half grades for PSA will really affect the collectors. Too soon to tell, and perhaps a positive thing, or perhaps not. It truly is a major change for PSA.

A few quick thoughts,
Why not 1/4 grades, be a bit more percise and very different from the other companies ?
How about a new holder to go along with the half grades, would certainly allow easy identification as to when the cards were graded, after all an 8 in March 2008 might be much more likely to not be a "high-end" card as opposed to an 8 done two years ago,, lets have easy reference as to the time peroid when the card was graded, pre half or post half.
Why not a little more time and/or advance notice of the change to use half grades ?

I admit I am not sure of the qualifer upon re-grades. A specific example would be a 55 Topps Ted Williams I have, it's graded 8 OC, If I send it to PSA, in its current holder, what are the possibilites ? Can the qualifier now be gone, and a bit lower full, unquaified grade be certain ?

Actually, can I send in cards in a PSA holder for re-evaluation, I'm pretty sure they would like the biz., what's the cost ?
