I don't recall reading anything about 5-10% either!
Actually, this new policy does not have any bearing on my future DLRC purchases.

I decided to change calling the bathroom the John and renamed it the Jim. I feel so much better saying I went to the Jim this morning.
Anyone who thinks 5% is to much fee for a CC transaction obviously hasn't worked in retail. All credit card companies charge the retailers 3-4% per transaction plus equipment rental, line access of some sort and there are ususally other misc fees they stick you with. CC transactions are not cheap.

let me translate what this meant: "to test the waters, we've shafted a small number of buyers, and they didn't sue us (yet). We'll implement the restocking fee to generate income whenever sales are down".
1. The dealer says that they had good business reasons to impose the fee and very few customers were dinged.
2. The vast majority of responders do not like the fee. The feeling is that this is a case of the camel putting its nose in the tent, to be shortly followed by its whole body in the tent.
3. The bottom line is this, will this new policy gain more for the company then it may lose in business and good will. Only time will tell. However, it is worthy of note, that the negative responses by Forum Members, does not usually auger well for the policy change.
Actually, this new policy does not have any bearing on my future DLRC purchases, because I had been banned from buying from them for I guess returning 3 or 4 coins before.

We pay 2.28% for Visa/MC and about 3.5% for AMEX, but that's because our volume is very high. Slightly better rates can be had for face to face transactions where you can actually swipe the card. Most pay around 3% for Visa/MC. As I said earlier, we do not charge a restocking fee, but if we did it would be more than 5%, probably 10%. With that said, it would be applied sparingly just as DLRC has indicated they apply it, and designed to discourage market timers who return if metals if drop.
