Coin ID mystery

A detectorist on the American east coast found this at a trading post he believes was frequented by Spanish & Portugese traders. Could date from the 1700s or even earlier.
They're small, approx. the size of an American half dime.
My first instinct was apothecary weights. But is it possible the writing is Arabic?
Any ideas?
