A little confused about Crossover grading

Today I received the announcement letter from Ron Guth regarding the consolidation of services.
I was wondering if someone could expound upon the statement "MS/PR 70 coins must have a minimum grade of 69 or LOWER." Obviously I am a little confused about this statement.

Hi Bob,
Because it is impractical and sometimes impossible to see defects on a coin through a "slab", we cannot accept coins for crossover at the MS or PR-70 grade. You can imagine the liability if we were to crack a coin out of another company's 70 holder only to find a defect on the coin that prevented us from calling it a 70.
