Question - Minimum grade on FS Nickels?

If you send a bulk order of Jefferson Nickels to PCGS and request a minimum grade of MS65FS will they slab MS66 and better NON-FULL Step Coins? Can you request that coins that grade MS65 or better AND with FULL-STEPS only be slabbed?
