Lincoln Cent collection help please

I purchased a Cent album collection some time back and I always noticed that in the 2000-2007 spots there are coins from the 60's and 70's
All of them in those spots are repeats, many are proofs.
Is there a logical reason for this? I thought that maybe he just didn't have those years, so he put what he had in there to fill the holes. Or are they different for some reason. I have taken photo's and I'm trying to see what the reason may have been. It has made me curious ever since I picked it up. Maybe someone will have an explanation.

Thanks, I just didn't want to remove them and put them into another album without seeing if there was a possible reason to leave them there.
