Lincoln Cent collection help please

I purchased a Cent album collection some time back and I always noticed that in the 2000-2007 spots there are coins from the 60's and 70's
All of them in those spots are repeats, many are proofs.
Is there a logical reason for this? I thought that maybe he just didn't have those years, so he put what he had in there to fill the holes. Or are they different for some reason. I have taken photo's and I'm trying to see what the reason may have been. It has made me curious ever since I picked it up. Maybe someone will have an explanation.

Maybe they stopped collecting in 2000 and just filled up the holes with extras.

He used those years for his dupes since he was collecting before those years came up. As the years at the end of the album came up and the coins were released, he removed the dupes and put in the correct coins. He stopped collecting in 1999.

Thanks, I just didn't want to remove them and put them into another album without seeing if there was a possible reason to leave them there.

I have seen this happen in several collections I have purchased.
