Help blocking bidder on e-bay

Some time ago I read on this forum about how to block a bidder on e-bay. I had a guy to block at that time and follow the instuctions and it worked fine. Yesterday I tried to block another bidder but could not remember how to do it so I dropped the ball. I did a search of this forum to find the thread about this and dropped the ball again (double dribble). Can anyone walk me through the process AGAIN.
