1971-D Kennedy weight and doubling questions

Is it typical for the weight to be 11.1?
I thought they were supposed to be an average of 11.4
Maybe being slightly off is not a big deal?
Also there is doubling on his eye and lips.
What's up with that? Maybe nothing.
