Heritage/PCGS Price Guide Question

I don't know if this topic's been addressed before, but how is it that Heritage can come up with the PCGS price guide values for coins in the most obscure/useless grades? For instance, a coin I was looking at is graded F-15, and Heritage says that the price guide lists it at $775. But looking at the actual price guide website for the date/mintmark, it has F at $675 and EF at $2800. Does Heritage have some kind of universal algorithm for finding intermediate values? Or is there some hidden PCGS price guide that I don't know about? Thanks.

I think that HA gets its figures from their previous auction sales.

This is a question I asked DH about 2 years ago, in the presence of Jim Halperin.

How does Heritage get the off-grade prices for it's auctions, and it is not available to others?

It turns out that Heritage has access to the PCGS software, where pricing for all grades is established.

Hall says that the entire price guide will be available some time next year.
