he's trying to avoid seller's fees which is based on the sale price and does not include s/h costs. ebay will not like it if they find out what he is doing.

The seller apparently wants $2,800 for his pile of coins regardless of how much you bid. He seems to be trying to circumvent eBay rules as well as listing fees.
