    I hope PCGS doesn't get mad at me for saying this, but I know the change from the 2nd hologram to the 3rd was a result of NGC outbidding PCGS for PNG's endorsement.

    they prob ran out and a suit decided they wanted to change it.
    the simplest answer is often the correct one.

    i know others will chime in with some reason revolving around
    counterfiets but somehow i doubt that.

    There are different era's of labels. Changes made, and thus you get different holograms and or labels.
