    I should add that these should be laid out like the states issues
    to provide continuity except that rather than "E Pluribus Unum"
    under the date it should be the status of the place in question;
    Puerto Rice would be "territory" and Washington would be "Dist-
    rict of Columbia". This would denote that they are not states of
    the union.

  • Somebody should have inserted wording into the bill that would disallow people from inserting wording into a bill that isn't directly related to the original bill. There have been many, many laws that would have never passed on their own had the wording not been inserted in the middle of some bill that had nothing to do with that law in the first place. This idea of adding territories to the SHQ program is one of them.

    Understandable why they might make that mistake -- "useless" swampland was taken from both states in 1790 to form the District, although Virginia's portion was retroceded back in 1847 because it was no longer needed by the federal government.

    The wording from the bill you posted (HR 392)was added to an omnibus spending bill. The House packed the bill with so much pork that there is little chance that this section will be removed before the Senate approves it and passes it to the President where he will sign it because it will contain his funding for the war in Iraq. While no one in the Senate had any real interest in pushing for these quarters there is really no interest in denying them either. They have bigger fish to fry.

    As for the 2009 sets, the proof will have 18 coins and the Mint set will have 36. Maybe more if different variations of the cents are included (copper & zinc).

    Both the Senate and the House have already approved it, the House finished it up last night. President Bush is expected to sign it soon, probably before Christmas.
