regrade or designation review?

Suppose I have a Morgan that is in a PCGS holder designated as PL, but I think it merits DMPL. Should such an example be re-submitted under the regrade service or designation review?

    Designation Review until January 14th, after which that service is being discontinued.

    Afterr January 14th, use the Regrade service.
