Full Step'd (FS) Nickels

Is it correct that FS does not apply to PROOF issues, and only carries value when pertaining to the regular strikes?

Yes, I believe that is correct.

Proof coins are struck multiple times under much greater pressure, so Full Steps should be the norm on a proof, while it's the exception on a business strike.

FS doesn't apply to any coin unless it's fully struck. Only then do we look at the steps. ANACS has graded proofs with FS.

ANACS has been doing that for awhile and there are proofs that don't always have 6 full steps. But I don't believe there's that much of a craze out there for them to add any value. I do get alittle excited seeing most of a 6th step on the reverse or 1938 proofs and 5 steps on the SMS nickels but other then those dates, what else is there?
Oops! The Reverse of 1977 proofs dating upto 1982 are difficult to locate with 6 steps.
