2007 P&D Lincoln Satin Finish grading help please

What are some of the deciding grading factors between a MS68&69?

On the 2007-D Lincoln there is a mark on the reverse above the N in CENTS. Can this lower the grade considerably? The scuffs are on the plastic.

Do you think either one stands a chance at a 69?

I'd call the top coin a 66 and the bottom one a 67. No way any of them stand a chance to get a 69 from PCGS.

From the looks at those pix it looks like that Lincoln cent has a few spots to it .....a no no...!!
