Does this "G" mean anything? Is this considered a "chopmark" or what?

Just a counterstamp with a graffitied in P to the right of it.

Would such a "counterstamp" have been done by a local business, or by some private individual? Is there any site that details various counterstamps that might have been in use around that time? Thanks.
