For those who have submitted these, do I need to send it with the mint packaging in order to get it slabbed as a Matte Proof?

Probably going to be NGC, but may be PCGS.

they should be able to tell just by looking at the coin

NGC calls them SP (speciman)
PCGS calls them SMS (special mint set)

both prefer nothing other than flip, and some even charge for removing from mint packaging
