I, too, would like to hear from the experts. Based upon the photo, I would send that coin in without reservation.

I've seen that one before. The surfaces are actually pretty smooth. The obverse exhibits an uneven strike from the die - hence the lack of LIBERTY.
TPG's still struggle with early copper. At least they got the 1837 N4 right ....
