Is anybody suprised by the Mitchell Report?

Today the Mitchell Report was released and I've been amazed at the reaction of some of the board members. I'm honestly amazed that people are surprised. The only thing that surprised me is that there are so few names on the list. I was expecting hundreds of names that included Minor league players, bench players, coaches, trainers, managers, and more.
How are people shocked that a list of roughly 50-75 major leaguers used steroids? The same could probably be said about football, basketball and hockey. The truth is that this list is still just a tip of the iceberg. There is so much more that was ignored. College baseball players are using steroids the year before they entered the draft. Minor League baseball players are using steroids to get to the big leagues. Injured players are using steroids to get back on the field quicker.
The most important part of this report has to be the future. Mark McGuire had it right. "There's no need to talk about the past now, let's talk about the future" It's obvious, there is no denying that steroids were and are still being used in baseball (and other sports) What punishment should be given to players that used steroids in the past? Should the all be banned from baseball? Should all the money that they earned in baseball be re-collected (like Michael Vick?) Should all players be tested monthly for all illegal substances? A failed test requires a 2 year suspension. A second positive requires a ban from baseball. What about players entering the draft? There are so many questions that haven't been answered.
How can anybody be shocked by this report? This is the equivalent of Einstein finding that if you mix baking soda and vinegar it foams.

The recommendations could have been made with much less, if any, investigation, and the only other end result is that a small percentage of illegal supplement users were named, giving sports talk shows more to gossip about.
MLB just needs to make more efforts to fix this thing and move on. Maybe this type of report was necessary to force the players union into cooperating more, but, if so, then that was short sighted on their part.
