Counting Morgan Stars

Found a VAM I am looking at that has a die gouge again. VAMworld only gives description no pics.
Diagonal die gouge from rim towards 7th left star.
Errr which direction do you count on the stars. Starting from the date on the left side which would be the 7th star? Top or bottom? One part of me says top star would be star #1 counting down towards that date. Other half of me thinks the other way around.
Could someone please clarify so that I will know this from now on.

Decision made 40 years ago that stuck, I guess. Perhaps more confusing to the unsuspecting are the numbering of tailfeathers (right to left) and referring the the eagle's right wing when talking about the wing on the left side of the reverse. This really confused a bust half person when I was trying to show him something on a coin.
