1999 SHQ Silver Proof PCGS Slab Question.

I'm feeling lazy tonight and didnt do any photo's. This pic is from the auction I won. What I'm wondering is how common are these slabs with the obv facing the grading label side? I've looked at a lot of them on eBay while I was trying to win a set and I dont remember seeing many at all. From what the seller said, PCGS had the obv. facing the grading label for less than a year then switched it to its current format. Is this information correct? Just wondering since its always nice to know as much as possible about the history of the coins you own even if they are modern coins.

I think [without looking at one] that the flag series has the label upside down.

Initially the Dansco was all "heads up" to obviously show the date and MM. So all the State quarters went in Heads up. After a couple of years or stupidity, I realized that "heads up" was no longer "dates up"!
I suspect that PCGS realized the same thing that I did and slabbed some of the early coins as heads up without fully realizing the design change.
