No clue but the clashing is similar to the 14.1 and 14.1A, but I do not know what those dots are about. I noticed a few VAMS that had dots in front of the eyes, but nothing near these. I am assuming that this is an 8TF, based on the clash.

Two weekends ago I took over 900 pictures of 1878 7TF diagnostics on every variety from VAM 30 through VAM 198. This was one of them. The obverse die is shared with VAMs 32, 45, and 195, but the clash didn't come until 131.
